Finance and Economics - Further Expanding Imports to promote World Economic Development

"Further expansion of imports is an inherent requirement for deepening reforms and expanding openness. It will also demonstrate the responsibility and responsibility of China's great powers and will also play an important role in promoting world economic development."

On July 9, the General Office of the State Council issued a notice to forward the Opinions on Expanding Imports to promote Balanced Development of Foreign Trade (hereinafter referred to as the "Opinions") of 20 departments including the Ministry of Commerce, aiming at stabilizing exports while further expanding imports and promoting Balanced development of foreign trade, promote high-quality economic development, and maintain free trade.

The "Opinions" mainly proposes policy measures from four aspects to expand China's imports: first, optimize the import structure and promote the upgrading of production and consumption structure; second, optimize the international market layout; third, actively promote multi-channel promotion; fourth, improve trade. Free and convenient conditions.

Since the reform and opening up 40 years ago, China's economic construction has made great progress. Today, China has grown into the world's second largest economy, which depends to a large extent on China's unswervingly opening the outside world. Under the current trend of economic globalization and trade integration, further expansion of opening up is the only way to adapt to the development trend of globalization and to develop itself while achieving win-win cooperation.

Increasing imports is an important aspect of expanding openness. We must know that domestic demand is the basic driving force for China's economic growth. Especially in the context of China's rapid economic development, the main social contradictions have been transformed into contradictions between the people's growing needs for better life and the uneven development. Residents have an inevitable requirement to improve their quality of life while their income levels and consumption levels are growing.

In fact, in recent years, China’s import and export level has been in a state of steady growth, which is due to the further expansion of the achievements of opening up. In 2018, China's trade surplus has also continued to narrow. Import and export data show that from January to May 2018, China's total import and export value was 11.63 trillion yuan, an increase of 8.8% year-on-year. Among them, the import value was 5.49 trillion yuan, a year-on-year increase of 12.6. %, the trade surplus was only 649.8 billion yuan, down 31% year-on-year.

As early as April this year at the Boao Forum for Asia, China has proposed four major measures to further deepen reforms and expand opening up. One of them is to further liberalize imports. The State Council executive meeting on May 30 this year also decided to reduce the import tariffs on daily consumer goods from July 1 this year.

To further expand imports, at least the following positive effects: First, expanding imports is an inevitable choice for the transformation and upgrading of China's consumption structure. Since the beginning of the 21st century, the income of Chinese residents has continued to increase, and the proportion of middle-income people is increasing. Under this circumstance, consumers are increasingly demanding the quality of consumer goods and consumer goods. The needs, especially some high-quality products and services, can only be provided by foreign high-quality enterprises, and further expansion of imports can not only better meet the needs of residents' consumption, but also expand the welfare of residents, which is also of great significance for attracting consumption.

Second, expanding imports can force domestic enterprises to transform and upgrade. Nowadays, China is in the critical period of supply-side structural reform. Some domestic enterprises still have a big gap in product and service compared with foreign companies. Further expansion of imports is not only conducive to the domestic enterprises to face the gap through the comparison of domestic and foreign products and services, to make changes in innovation capabilities, business ideas, etc., but also to learn advanced technology, through the combination of Chinese and Western ways to achieve "1 + 1> 2" effect.

Once again, further expansion of imports demonstrates the responsibility and responsibility of our great powers. In recent years, with the continuous improvement of economic strength, China has gradually become a stabilizer and power source for the world economy. According to the World Bank data, the proportion of China’s economy in the world economy has increased to about 15.3% in 2017, against the global economy. The aircraft being assembled in Hangar L34 at Airbus's Toulouse headquarters is, to put it mildly, an unusual beast.

Where most aircraft have slim, elegant fuselages this one is swollen and bloated, ending in a vast curved dome above the cockpit.

Its wings, despite a span of more than 60m (197ft), seem remarkably short and stubby next to that enormous body.

Overall, it bears a striking resemblance to a whale - and indeed it is named after one. This is the Airbus Beluga XL, a brand new breed of super-transporter.

The company needs aircraft like this to transport major components, such as wings and sections of fuselage, from the factories where they're built to final assembly lines in Germany, France and China.

Airbus has highly specialised production centres across Europe, a legacy of the time when it was a consortium of national aerospace businesses. To allow its supply chain to work effectively, it needs to be able to carry large cargoes from one site to another with minimal delay.

But why not simply build everything in one place to do away with the need for giant transporters?

"Airbus pioneered the system of having centres of excellence around Europe - now around the world," says prof Iain Gray, director of aerospace at Cranfield University.

"You've got skilled labour, shared investment, and the ability to draw in local expertise - the benefits of a distributed model are well proven."

Indeed, rival aircraft maker Boeing moved from a more centralised system to Airbus's distributed model, says prof Gray.

Hence the need for super-transporters.

Back in the 1970s, that job was done by variants of Super Guppy, a conversion of Boeing's turbo-prop powered C-97 Stratofreighter - itself a development of the Second World War B-29 bomber.

It was replaced in 1995 by a first-generation Beluga, the ST, a twin-engine jet built by Airbus itself. Much bigger than the Super Guppy, it could also be loaded and unloaded far more quickly.

Airbus currently has five Beluga STs in service, flying for thousands of hours each year and often making multiple journeys each day.

But as the aerospace giant itself has grown, so have its needs.

One of the main jobs of the Beluga is to fly wings for the new A350 from Broughton in North Wales, where they are manufactured, to Airbus's headquarters in Toulouse, where the aircraft are assembled.

"Airbus's production volumes are massively increasing," says prof Gray, so a longer, wider, taller transport aircraft helps speed up production.

"We can carry more," says Bertrand George, head of the Beluga XL programme. "We can carry two wings at a time, rather than one. So it means for the wing leg of the operation, coming from the UK to Toulouse via Bremen, we double the productivity of the aircraft."

Despite its remarkable appearance, the Beluga XL is not a wholly new design. In fact, the one being prepared in Hangar L34 began life as a much more conventional machine - an A330-200 freighter.

Airbus engineers removed the roof and cockpit and replaced them with a custom-built structure, to create the necessary vast cargo bay. The characteristic Beluga shape was created with the addition of a giant cargo door, allowing the aircraft to be loaded from the front.

The Beluga XL will begin test flights later this year, and is due to enter into service in 2019. There are currently two being built, and Airbus intends to make five of them. The existing Belugas will be phased out by 2025.

Despite its remarkable size, the Beluga XL will not be the largest super-transporter ploughing through the skies.

Boeing, for example, has its own big beast - the Dreamlifter, which it uses to bring major components of the 787 Dreamliner from supplier factories in Japan and Italy to its final assembly lines in Washington state and South Carolina.

Scarcely had the first notes sounded than the hangman and his helper began to dance, and the louder grew the music the higher they capered, till at last they cried for mercy. But the youth paid no heed, and the tunes rang out more merrily than before, and by the time the sun set they both sank on the ground exhausted, and declared that the hanging must be put off till to-morrow.

The story of the zither soon spread through the town, and on the following morning the king and his whole court and a large crowd of people were gathered at the foot of the gallows to see the youth hanged. Once more he asked a favour — permission to play on his fiddle, and this the king was graciously pleased to grant. But with the first notes, the leg of every man in the crowd was lifted high, and they danced to the sound of the music the whole day till darkness fell, and there was no light to hang the musician by.

The third day came, and the youth asked leave to play on his flute. ‘No, no,’ said the king, ‘you made me dance all day yesterday, and if I do it again it will certainly be my death. You shall play no more tunes. Quick! the rope round his reenex HydraFacial neck.’

The young man pointed to the king, who was still bound to the fir; and without wasting words the magician took hold of the tree also, and with a mighty heave both fir and man went spinning through the air, and vanished in the clouds after the gallows.

Then the youth was declared to be free, and the people elected him for their king; and the stable helper drowned himself from envy, for, after all, if it had not been for him the young man would have remained poor all the days of his life.
